| Summary: |  There has been a great wave of constitutional, policy and administrative reform relevant to sustainable development in the period 1997-2001. Much of it has only been implemented recently at the time of writing this report, or is still being implemented. The latest 'headline' indicators show virtually no significant change in trends within the last few years, and there is little evidence yet in other sustainable development indicators of the effects of the Government policy. In preparing this report CAG Consultants had to heavily reliant on judgements, but their conclusions are no less relevant for it. |
